Blog: Sommes nous par nature corrompus ou corruptibles ?
Depuis ces derniers temps, la population mauricienne se sont vue multipliées dans la presses et des médias des révélations des scandales de corruption, trafic d’influence, et du favoritisme dans certains ministères et hommes politiques, si bien que plusieurs mauriciens ont l’impression que la corruption, érigée en système est partout.
L’île-Maurice n’est pas gangrené par la corruption, mais celle-ci semble plus répandu qu’on ne le croyait, quand l’affaire de l’achat de la clinique Med-Point, Infinity et Neotown ont éclaté par l’apport de l’opposition. Et ce n’est pas fini, car d’autres histoires circulent dans les corridors de « Méga Scandales » sortiront bientôt. Ce n’est pas un hasard si l’industrie de la construction est un tremplin et constitue un foyer de la corruption au pays. Ce secteur est devenu un refuge pour la corruption (Med-Point, Neotown, Fen-Ji, processus d’appel d’offres et l’attribution des contrats publics qui ne sont pas transparentes).Sommes nous corrompus ou corruptibles? « Les gens deviennent corruptibles quand ils se trouve dans un environnement propice ». L’épicentre de la corruption à Maurice, n’est-ce-serait pas ce rapports particulier de loyauté et des relations basées sur l’endettement, à la suite de l’obtention de faveurs de toutes sortes (argent, contrats, postes prestigieux) pratiqué au sein même de la population mauricienne. Il y à trois ingrédients qui sont essentiels à la corruption. « Premièrement ça prend de l’argent. Deuxièmement, il faut des personnes complaisantes qui sont redevables en raison de faveurs reçues. Troisièmement, on doit pouvoir agir à l’abri des regards ou à la faveur de silences complices ». Ces ingrédients là ne vous rappellent pas le scandale de Med-Point? Le gène de la corruption n’existe peut-être pas, mais les êtres humains ne possèdent pas non plus de gène anti-corruption.
La corruption c’est comme une toile d’araignée, et pour enrayer cette corruption qui sévit sévèrement notre patrie, il faut trouver des mécanismes qui permettraient de relier le fils de la toile, en identifiant les acteurs et leurs complices, ainsi que leur mode d’opération. Pour enrayer ce cancer de la corruption qui nous a atteint presque tous, il importe de l’attaquer sur plusieurs fronts. Relever le niveau d’intolérance des fonctionnaires à l’égard des pratiques douteuses, de renforcer les mécanismes de contrôle et de vérification, en particulier dans l’attribution des contrats publics et de protéger ceux qui veulent dénoncer les comportement inacceptables.
Il nous faut une politique pour dépolitisé cette forte politisation de la fonction publique (Des sous-ministres, des directeurs généraux de services et autres cadres, qui doivent servir l’intérêt du public, n’osent pas poser des questions ou soulever des objections, de peurs pour leur carrière, peur d’être perçus comme des gens qui s’opposent au parti au pouvoir). L’état mauricien devrait développer et valoriser davantage l’expertise au sein de sa fonction publique, plutôt que de faire appel de plus en plus aux firmes privées pour définir l’orientation à donner aux grands projets de construction et d’ingénierie.
Nous avons tous, les médias, citoyens, l’État, un rôle à jouer sur le plan social pour combattre la corruption. Il faut aider les gens à rester honnêtes et cela commence par l’État en maintenant des normes éthiques sévères à tous les niveaux de l’administration publique et en sanctionnant sévèrement et non pas des sanctions bonbons à ceux qui affaiblissent son intégrité. Une opposition citoyenne forte (journalistes, médias, étudiants) serait en mesure de jouer un rôle significatif pour contrer cette culture corrompu qui s’agrandissent de jours en jour dans notre pays. L’opposition officielle, doit être à l’affut de dénoncer et jouer son rôle de chien de garde sans tomber dans la démagogie.
Si aujourd’hui à Maurice, la vie sociale, la culture, l’éducation a atteint une décente en enfer, nous sommes devenu aussi complices de ces maux sociaux notamment par le faible intérêt des citoyens à l’égard de la politique. Notre désaffection collective à l’égard de la politique n’aide pas à contrer la corruption. Pas étonnant que certains de nos politiciens parviennent à se bâtir des véritables fiefs.
